The strategy of nuclear deterrence has long been based on the premise that would be nuclear aggressors will be far less likely to deploy nuclear weapons if they know: 1) that with certainty they will be identified as the perpetrators of the act and 2) as a result of being identified they will be subject to certain, swift mass retaliation.
