Upon the heals of two separate calls for massive amounts of 40-caliber hollow-point ammunition, DHS is now seeking suppliers for millions of rifle rounds it appears. Bidding apparently closed in April, but SUA wants to ask again, why?

Somebody out there has decided that the Department of Homeland Security needs a whole lot of ammunition. Recently it was announced that ATK was awarded a contract to provide up to 450 MILLION hollow point bullets to the Department of Homeland Security over the next five years.
Then this from intelhub.com:
ATK, the company now infamous for supplying upwards of 750 million rounds of .40 caliber hollow point ammunition to the Department of Homeland Security, has just secured a $266 million dollar contract to supply ammunition to the U.S. Army.
“Alliant Techsystems Inc. ( ATK) has entered into an Indefinite Delivery/Indefinite Quantity (“IDIQ”) contract worth $266 million with the U.S. Army. Per the contract, the company will supply small caliber ammunition, including 5.56mm, 7.62mm and .50-caliber cartridges.
This ammunition will be manufactured in Alliant’s Lake City Army Ammunition Plant in Independence, Missouri.
The U.S. Army and the company have jointly invested $276 million in the modernization of the facility. As a result, the company has already been able to scale up the new 5.56mm cartridge production under the Enhanced Performance Round as known to the U.S. Defense, ” reported Zacks.com.
We can understand the military order, they protect the nation from external threats, yes? With these numbers, its apparent we now have an internal military as well. Helps get around that old “Posse Comitatus” thing.
With 310 million citizens in the USA, the .40 cal order was enough 2.5 bullets per citizen. This isn’t target type ammunition for training, no, this is people stopping ammunition.
Now its rifle ammo, high-powered, deep penetration power. What are they gearing up for?
Now DHS is buying rifle ammo
Fresh on the heels of awarding a contract to buy up to 450 million rounds of .40 caliber pistol ammunition, the Department of Homeland Security is looking to buy a bunch of rifle ammo too.
A solicitation posted on a government website says DHS seeks a contractor or contractors to provide up to 175 million rounds of Enhanced Performance and Standard Duty .223 ammo over a period of up to five years:
Requirement: The total requirement is to provide an estimated 33 million rounds of .223 Remington Caliber SD and 2 million rounds of .223 Remington Caliber EP Ammunition in the base year and an estimated 33 million rounds of .223 Remington Caliber SD and 2 million rounds of .223 Remington Caliber EP ammunition in each of four option years in accordance with Attachment 2, Statement of Work for .223 Remington Caliber SD and .223 Remington Caliber EP Ammunition.
The deadline for submitting bids on the rifle ammo solicitation has been extended until April 12, 2012.
With commercial retailers continuing to report strong ammo demand from civilian customers, and now the federal government chiming in with hefty contracts, it looks like 2012 will be another banner year for ammunition makers.
